Use the starfish!
Very agile on land, water and even the air is possible.
Handling is from the Blazer Aqua, so you are good on land and on water.
If you use: Vehicle Jump - Hold Space you can even fly quite away.

Copy files from olo-unicorn folder and paste it to this directory:
Grand Theft Auto V/menyooStuff/Vehicle
Launch GTA 5
Open Menyoo
Go to your saved vehicles and spawn olo-starfish
Use the starfish!
