Afer you extract the rar file, there will be folders each named respectively to its category (clothing, vehicles).
Vehicles:
stanier96 = mods.update.x64.dlcpacks.lc.retro2.dlc.rpf.dlc.rpf.policelc2.ytd
boxville = mods.update.x64.dlcpacks.lcpack.dlc.rpf.x64.levels.gta5.vehicles.rpf.lcpdboxville.ytd
pigeon = mods.update.x64.dlcpacks.lcpack.dlc.rpf.x64.levels.gta5.vehicles.rpf.lcpdpigeon.ytd
For the Jacket, most EUP variants have the heavy rain jacket of which you can replace the texture of, I personally use 9.9.

wow i never know that the jewish community in new york city have their own police squad. that by day i learn history.
@CyJJ They arent police officers, they are basically volunteers who patrol jewish communities and "prevent" crime from occuring and assist the police in missing person searches, burglary's and so on, they arent licensed law enforcement in any capacity.
