Yes, with Billboards replacing mods.

- Now, in OpenIV, go to "mods/update/x64/dlcpacks/", drag and drop folder called "rca" from archive here
- Go back to "mods/update/". Now, go to "update.rpf/common/data/" and click edit on "dlclist.xml".
- Add new line: dlcpacks:\rca\
- Save.

for some rason when i installed this i load it into gta v and gta 5 cuts me out of the game as it doesnt let me have the mod is there a way to fix it

Not compatible if you have the "Dismemberment/Gore" mod installed. Crashes on loading screen :(
