Wanted level system for Cayo Perico. Only works (thematically) with a trainer that can spawn Cayo Perico like the Simple Trainer.

Known errors/exclusions:
Mod breaks San Andreas, cartel members will spawn on the mainland (can't add or change zones that can change what spawns, or I just haven't found it yet)
Manchez Scout is excluded due to hardcoding breaking one-seater vehicles.
Valkyrie MOD.0 Is excluded due to cartel members refusing to use the mounted guns and just running away.
Buzzard machine guns/missiles are simply ignored by pilots, their only weapon being the Military Rifle-wielding gunmen in the rear.
No one mans the gun on Weaponized Dinghys due to the seat being empty upon spawn.
Enemy boats only spawn in the water around the airstrip, strangely.
Roadblocks never appear on the island, but they should appear in San Andreas.
Cartel members will attempt to make arrests, which can be seen when they slowly approach the car with a pistol. Upon being arrested, you are sent to the Davis Sherrif's Station. This happens due to the cartel members being considered cops.
Installation:
You will need OpenIV to even open update.rpf to replace the proper files. (https://openiv.com/)
Step 1:
In order to mark the cartel members as cops, go into
GTAV > update > x64 > dlcpacks > mpheist4 > dlc.rpf > common > data
and replace peds.meta with pedscayo.meta
Rename pedscayo.meta to peds.meta.
Step 2:
In order to mark the Buzzard as a law enforcement vehicle, go into
GTAV > update > update.rpf > common > data > levels > gta5
and replace vehicles.meta with vehiclesbuzzard.meta
Rename vehiclesbuzzard.meta to vehicles.meta
Step 3:
In order to mark the Cayo Perico Heist vehicles as law enforcement vehicles, go into
GTAV > update > update.rpf > dlc patch > mpheist4 > common > data > levels > gta5
and replace vehicles.meta with vehiclescayo.meta
As before, rename vehiclescayo.meta to vehicles.meta
Step 4:
Lastly, to dispatch the right NPCs and vehicles, go into
GTAV > update > update.rpf > common > data
and replace dispatch.meta with dispatchcayo.meta.
Rename dispatchcayo.meta to dispatch.meta.
Done! Enjoy the warzone.

This is a very good concept. I think what could make it better is if you somehow collab with the guy that made this mod: https://www.gta5-mods.com/scripts/wanted-level-restyle . He uses a script that doesn't interfere with the dispatch.meta, so maybe if you ask him he can help you make this into something similar, because he shared the source code. Just thought I'd share the suggestion, in case you wanted an idea to try and prevent it from overwriting the mainland police. Either way, great concept!

However, I would prefer to just edit the zone (similarly to how LSSD spawns instead of LSPD in Blaine County) that Cayo Perico spawns in (somewhere in the ocean, can't find where yet), to spawn them instead. However, this would interfere with a North Yankton wanted level soooooo.... move it to the top left of the map.
