I don't see how this is a mod when all you're doing is editing the original settings.xml file.
You cannot call this your mod, anyone can do this. It's also no wonder you can keep it up to date because all you need to do is create a backup of the latest version of the original settings.xml every time the game get's updated. "Your mod" isn't even original content created by YOU, it's just different versions of the original GTA 5 settings.xml file. Three stars for taking the time to edit the file several times so all we have to is to copy and pasted in the /Rockstar Games/GTAV folder. I'll give you that.

A mod is a modification of a game. A mod can tweak/add/delete etc. This mod is a tweak.
