1- Add all the files to the x:\Grand Theft Auto V\update\x64\dlcpacks\addonpeds\dlc.rpf\peds.rpf
2-Open AddonPeds Editor.exe click peds/new model name:BetaBill type:male streamed:false
*Hammer's installation is written in the .rar*
You can't see the cape from some angles i don't know why maybe i'll fix it later
