Use addon peds to use this skin.
Or replace it with a ped that you want, just rename example: ig bankman.

@Zviux I suspect that there was an update with zmodeler3 that allows you to paint weights onto a mesh that gives it a "flag-like" property. My only basis for this is seeing how flags in the game are handled physics-wise and making the assumption that they're operating with the same algorithm.
