Grand Theft Automated License Plate Reader is a GTA V mod that installs 235 Flock Automated License Plate Reader cameras (ALPRs) around the in-game map of Los Santos. This number is 1/10th the amount of Flock ALPRs currently tracked by DeFlock.org in LA County, which GTA V is heavily based on.
As players drive through the map, they are subjected to seemingly inescapable surveillance, with pictures taken of them every time they enter a new camera's field of view. This makes the game much harder, as not only does police surveillance become nearly impossible to evade, but representing Flock's own history of inaccurate reporting, every time a player passes through a camera's field of view, the mod creates a 1 in 20 chance that the ALPR will trigger a police chase without any cause.
Notable Features

If you already have a scripts folder and OpenIV:
NOTE: LemonUI 2.2.0 is included in this package. You can probably skip it if you already have it installed.
If you do not have GTA mods set up already:

Notable Features
- When destroyed, players can pick up the remnants of the camera for 600 dollars, the estimated market value of all components in a Flock camera based on a list created in a hardware teardown by Eyes Off CR.
- While Los Santos is a shrunken and fictionalized version of LA, there are many points across the two where their maps and camera placements are near one-to-one. Muscle Beach and Muscle Sands is a good example.
- Players can choose to have the cameras take actual pictures of them while they play and then render and save them later. The pictures that the mod's Flock cameras take mimic Flock's own watermarking/overlays. Pictures can also be taken any time a player destroys a camera, letting them compile an album.
- The 3D model used for the camera in game is custom-built to mimic Flock's own cameras.
- There is built-in speedrun functionality, with a stats screen tracking number of cameras destroyed, and fastest time to destroy 10, 50, or all cameras.
Installation
If you already have a scripts folder and OpenIV:
- Unzip the folder.
- Copy the files in this package's scripts folder into your own GTA scripts folder.
- Put the gtalpr folder from deep inside this package's mods directory into your GTA mods/update/x64/dlcpacks folder.
- In OpenIV, add <Item>dlcpacks:/gtalpr/</Item> to the end of the list of items in mods/update/update.rpf/common/data/dlclist.xml.
- Open the mod with F7 on keyboard or RB + D-Pad Up while you are stopped/not moving

How does it work with custom MP characters or just other addon characters?
1. this is an awesome idea 2. does this work in ehnaced?
@sparxieravings Thank you!! I didn’t build or test on Enhanced so no, but if there’s enough demand I may try porting it over :)
@YaBoiBlasty
Short answer: probably fine
Long answer: I haven't tested it with those, but the gameplay doesn't touch character stuff so I imagine that would not change. The picture functionality *might* but im not sure. It basically works by saving a slice of game state whenever you drive in front of a camera, and then re-renders that game state later, so either the characters will show up fine, or they might just default back to whatever would it would look like in a vanilla state.
Now I can larp privacy and opsec. Amazing mod lad
For law enforcement roleplayers?
@sparxieravings The only way to find out is too try it on Enhanced. Make backups first of course.
Izraelis watching in gta damn
Love watching us shitpost about the collapse of civilization instead of actually doing something about our rapidly decaying world. Peak humanity. Great filter is a' coming
I can’t play this game In peace now. Thanks 😔✌️
