@Humpii Me too. My fps isn't dropping, the game is just very choppy and it happens a lot. I did the -scOfflineOnly in the steam start up options, and it didn't work so I removed it, then my game randomly started working. So for the people who can't open GTA, try that? Maybe? I don't know.
