@Reyser i fixed that problem i want help other people for fix this problem with alternate way!
I will tell with my bad english so sorry friends;
If you have a problem while enter in an addon vehicle just do this;
* take vehiclelayouts.ini in addon dlc.rpf file
* rename it example ; vehiclelayouts1.ini, vehiclelayouts2.ini....
* put ini file in addon base folder / data
* open your addon pack dlc folder and open contents.ini
* add these lines;

But i have a problem can someone help me ?
I install any aircraft addon its works i can spawn it but when i try to enter car game is crash..
I use gameconfig mod (1x peds 1x traffic)
I fixed vehiclelayouts like in tutorial
Still crashing... only when i try to enter vehicle
