I think the issue with the infinite loading is caused by the mod trying to load cars that normally despawn (aka new update cars) so it can't fully load. I have one of the old mp mods that makes it so that no cars despawn, and I'd suggest trying to get one of those to see if that fixes the infinite loading.
Also, fps has trouble when using this mod. Anything above 16 racers starts to have issues for me, and it's weird. I'll start off with say 40 fps on 32 racers and as the race progresses it'll drop to around 20, then as soon as that lap is finished it jumps back to 40. Other than that, great mod.
I FOUND THE ISSUE WHY PEOPLE CAN'T OPEN THE MENU! The install instructions are off, the files need to go in the "scripts" folder. I had the same problem and after doing this it opened fine. The main files are DLL which don't go into the main GTA V folder.
