But if you ever encounter this type of issue again, note it's probably mods not working together, you mentioned you have multiple mods, it's likely something is replacing something and breaks the mods.

Cool, could you make an evolution/variation of the mod and enable this for peds who commit crimes naturally? (like when a gang member starts fighting/shooting other NPCs or the player?) I think it would add to the liveliness of the game, without having the player interfere.
@TonyHighRollerG What script are you talking about lol? If you mean combat tweaks, it's an ASI that unlocks certain features, I cannot modify it and I'm not the one developing it. If you'd have read the description you can see that Cpast had to give me permission to use it.
Yes there are now a bigger variety of cops and slightly more than in vanilla.
Stealth is now possible because of crimeinformation tweaks, allowing you to knock out police officers and not get a 3 star wanted level.

It'd be dope if they reacted to all of these things like car crashes like normal people, instead of going guns blazing.

@KassiteR Great to hear, though you should definitely add at least weapon disarming and the shouting when they lose/see you at minimum.
