1. Go to your vehicles.meta (C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\mods\update\x64\dlcpacks\sandstormmk\dlc.rpf\common)
2. Replace the line in <vehicleClass> with this line: VC_EMERGENCY in your vehicles.meta
3. Add the line: FLAG_LAW_ENFORCEMENT FLAG_EMERGENCY_SERVICE to <flags> in your vehicles.meta
