NPC Melee Mod
This mod makes NPCs way more aggressive. If you provoke them (hit them, aim at them, or start a fight), they will pull out a random melee weapon like a knife, bat, or hatchet and come straight at you.
How to install:
Just drop the .cs file into your scripts folder (requires ScriptHookV ScriptHookVDotNet). Launch the game and you are good to go.

they might grab a weapon and fight back. Makes street encounters a lot more chaotic and fun.

It doesn't work. I copied the same file to my Steam folder where the GTA 5 executable is, obviously using scripthook, but nothing happens. I go into single-player mode and the NPCs don't have weapons or anything; they just run away.

I've found working script - https://www.gta5-mods.com/scripts/melee-riot-ambient-peds-riot - but he just turns on or off the mess on the streets... people with guns, it can be customized, but they are either ordinary or immediately aggressive towards everyone. There is no intermediate state to offend them with something and only then start the fight.((
