Can I use this on Single player?

I have downloaded the mod, added it to the scripts and when i load into the game, nothing has changed. Not even a single thing that your mod describes. Please help.

I've downloaded the mod and added the required files into the scripts folder.
When I start the game, it says ".ini file is missing". Can somebody help?
