@NotTheGunner hey the crash might not be happening because of this mod, i thought the same, that my game was crashing because of this but its not, it was 2 car mods. I Disabled them in dlclist.xml and that worked so i deleted those 2 mods.

These two were causing the issue. It was realy hit and try method, i had check by disbling mods one by one.
Hope this might help.
How to Install this mod ?
Step 1: Open 'OPEN IV' and turn on edit mode, then go to this location :
mods > update > x64 > dlcpacks > [su30sm folder] > dlc.rpf > x64 > levels > gta5 > vehicles.rpf
Step 2: Inside vehicles.rpf, look for su30sm.ytd, su30sm1.ytd, su30sm2.ytd, etc. — these are your livery slot files.
Step 3: Double-click "su30sm.ytd"
Find the texture that represents this livery slot — it might be named something like su30sm_sign_1, su30sm_sign1
Right-click that texture → Properties (or similar, depending on OpenIV version) to check:
-Its exact name (write this down — you'll need it in Step 4)
-Its resolution (e.g. 2048×2048, 4096×4096)
-Its compression format (DXT1, DXT5, BC7, etc.)
Step 4: Go to wherever you saved su30sm_sign_x.dds on your PC (likely your Downloads folder.
Rename it from su30sm_sign_x.dds to the exact name you found in Step 3 — including correct casing if OpenIV showed any, and keeping the .dds extension.
Example: if the existing texture inside the .ytd is named su30sm_sign_1, rename your file to su30sm_sign_1.dds.
Step 5 — Replace the texture
Back in OpenIV, with the .ytd still open and Edit Mode on, right-click the texture you inspected in Step 3.
From the context menu, click Edit → Replace (or just Replace, depending on version).
A file browser window opens. Navigate to your renamed .dds file and select it.
Click Open/Select. OpenIV imports the new image data into that texture slot.
The thumbnail in the texture list should now visually update to show your new livery design.
Step 6 — Save
Close the .ytd tab (click the X on the tab, or navigate away from it in the file browser).
OpenIV should auto-save the change into the .rpf archive on close. If you see any save confirmation prompt, click Yes.
If you want to be extra sure the write succeeded, you can reopen the .ytd and check that your replaced texture still shows the new image.
Step 7 — Repeat for other slots (optional)
If you want this livery in other slots too (su30sm1.ytd, su30sm2.ytd, etc.), repeat Steps 3–6 for each .ytd, since each is a separate livery slot the game reads independently.
