Install Increased Props - https://www.gta5-mods.com/tools/increased-props-add-on
Install Menyoo 2.0 https://www.gta5-mods.com/scripts/menyoo-2-0
Place in GTAV main directory/menyooStuff/Spooner
Optionals: Natural Vision Evolved and the NVE Reshade Addon for the weather effect. Choose Halloween Snow at early morning or evening/night time.
DONE!
