THE STEALTH vs FINE-TUNED FELONY & RESPONSE
The Stealth = Stealth mod focusing on only that, it's basically an updated, fixed, and improved CPRE.
FTFR = The Stealth + euphoria, weapons, peds, and world improvements (see section 5 and 6 of this description).
I'd go with FTFR if I were you.

Being stealthy is careful planning. USING A SILENCER DOESN'T GRANT YOU INVISIBILITY. Not seeing a witness doesn't make the stealth in this mod broken.
Also, two things:
1. A silenced shot is different from the stealth kill (melee from behind in stealth mode), bullets flight and impact can be noticed by peds at short range, this cannot be changed without game breaking bugs.
2. There's a hard coded sixth sense, cops will always have a tiny slight general idea of where you are, but not completely. That's why I've changed their despawn distance, so that sixth sense appears toned all the way down if you know how to hide. Also, sometimes they seem to know where you are, but they don't, just keep your cool, strategies, move and hide properly.

Multiple mods compiled and reworked into one archive.
Ultimate stealth, challenging but fair cops, unmarked detectives, FIB, and army spawn when wanted, GTA IV/RDR euphoria ragdoll with fine-tuned responsiveness, addictive fist fighting and brawling, refined weapons and gunplay.
FTFR v3.0 was last tested on GTA V v1604.1, combined with World of Variety v6.2.1. I consider FTFR v3.0 to be a stable release, I've fixed every issue I was aware of. (FTFR has been reported to work on the latest update as of 24/12/2020 and runs flawlessly with WOV 6.2.2, seems to have issues with WOV 9, as of 20/02/2021).

2. DISCLAIMER / TROUBLESHOOTING
Quick Troubleshooting Before Asking Me For Help:
- Remove any mods from GTA V (move all mods and scripts to a different folder)
- Restore vanilla update.rpf and/or verify integrity if need be (you essentially want to make sure to have a clean, vanilla install)
- Manually install FTFR in the original game folder, not the OpenIV Mods folder
(Again, no other mods or scripts, solely just FTFR, within the main GTA V install, not the Mods folder created by OpenIV)
- The issues are gone? Then FTFR isn't the sole responsible for the bug, you can start cross testing
- Additionally, comment your mod list, their versions, how the problem occurs, and I might be able to help you
General Rule When You've PROVEN FTFR Is Responsible For The Bug:
CAREFULLY AND PATIENTLY EXPLAIN THE CONDITIONS IN WHICH THE PROBLEM OCCURRED, as well as give a list of all your installed mods, their versions, and your GTA version.
I will have a very hard time wanting to help you if you don't even read my description, or help yourself nor myself a little.

3. INCOMPATIBILITIES & KNOWN ISSUES
FTFR might be incompatible with anything modifying AI/cop behavior. Those issues aren't based on my own tests but on user reports, so those issues may not even be related to FTFR.
(For example, Dispatch of Variety is obviously not compatible with FTFR and will result in a good amount of issues and bugs when installed with FTFR. Don't be dumb, know your shit.)
FTFR's own issues:
- A black health bar might appear when using FTFR's pedhealth.meta.
OpenIV Mods Folder:
- Using the separate Mods folder instead of the GTA V install has been reported to cause issues, you will need to use the original GTA V folder to ensure FTFR works as intended. Again remember to backup vanilla update.rpf before modding your original install.
LSPDFR:
- Problems spawning cops properly, amongst other bugs. It heavily relies on vanilla cop values so I wouldn't bet on stability when used with FTFR. Try it out and report.
KeepCalm:
- Potentially incompatible. Try it out and report.
Arrest and Warrant:
- Reported compatible by some, and incompatible by others. Try it out and report.
World of Variety:
- Install FTFR after WOV to avoid issues (WOV v6.2.2 seems to be the last compatible version).
- Some versions of ped.ymt might cause crashes, my version is a modded WOV 6.2.1 file.
- Some versions of popcycle.dat have been reported to cause crashes around Downtown. (Reported by 1 user, and I did have that bug once, but couldn't pinpoint the file, WOV has been unstable in some versions. 6.2.1 seems fine so far.)
RAGEuphoria:
- Install it after FTFR, and then, replace weapons.meta and behaviors.xml with FTFR's weapons.meta and behaviors.xml (in update.rpf\common\data\ai and \naturalmotion). Test it out yourself but it has already been reported to work properly on the long term (see @littlefilms comment).
Realistic Gun Sounds:
- One report mentions it works as long as you don't use FTFR's pedhealth.meta.
- One report says it nullifies FTFR entirely, which I find very weird but I do see the potential incompatibilities with some files, not all though. Anyway, RGS + FTFR is unfortunately a no go. You can always try it out and report.
Pickups:
- Based on only one report, it may send you in a weapon pickup loop. Again, it might not even be a problem coming from my mod and may be related to older versions. Try it out and report.

4. INSTALLATION
You'll need Script Hook V, an ASI loader (provided with Script Hook V), and OpenIV.asi (provided with OpenIV).
My advise is to restore vanilla update.rpf to remove any previous FTFR version before installing FTFR 3.0.
BACKUP UPDATE.RPF, YOU HAVE NO EXCUSES, BACK THAT FILE UP
If you have any problem I'll be helpless if you don't have that file. I have 3 full vanilla backups, to tell you how precious backups are.

6. FEATURES
Stealth is a fully functional and fair feature
- Silenced and melee weapons act as such, no surprises no bullshit
- Only witnessed and reported crimes grant a wanted level (animals no longer witness and report crimes)
- Identification range decreased, when hidden in unidentified vehicles, cops need to be close to identify you (à la Watch Dogs)
- When no cops can see you, you become hidden more quickly, letting cops investigate your last known position
- Cops despawn at very high distance, they'll look as if they're still searching your last known position
GTA IV Euphoria physics are here
- more human and realistic body and ragdoll behavior
- peds react to the points of impact, sometimes putting their hands where they are shot
- peds can hold on to car doors and moving vehicles just like in GTA IV
- peds lose their balance more realistically
Cop and enemy AI refined for a smarter and more challenging approach
- Better flanking, climbing and overall investigating from cops
- Specific behavior for the different branch of the police/military forces
- Same for gangs, they will be more reckless than trained officers
- AI view cones are extended to emulate real life sighting
- Longer and custom timers for each wanted levels
- Wanted level spawns diversified, female cops, unmarked cars with detectives, FIB, and army
Realistic fighting and brawling
- Fights last longer, you will encounter skilled peds, aswell as people who can't fight
- Health and damages have been revised for all peds, a drunk bum will have less capability than a jacked biker for example
- Use your talk button to provoke people and generate fights
The whole world feels more realistic
- People aren't focused on your every move, you feel like a citizen among citizens
- Cops won't necessarily be called for a fist fight in the hood for example
- People carry on with their lives for tiny events that don't matter to them

THE STEALTH vs FINE-TUNED FELONY & RESPONSE
The Stealth = Stealth mod focusing on only that, it's basically an updated, fixed, and improved CPRE.
FTFR = The Stealth + euphoria, weapons, peds, and world improvements (see section 5 and 6 of this description).
I'd go with FTFR if I were you.

Being stealthy is careful planning. USING A SILENCER DOESN'T GRANT YOU INVISIBILITY. Not seeing a witness doesn't make the stealth in this mod broken.
Also, two things:
1. A silenced shot is different from the stealth kill (melee from behind in stealth mode), bullets flight and impact can be noticed by peds at short range, this cannot be changed without game breaking bugs.
2. There's a hard coded sixth sense, cops will always have a tiny slight general idea of where you are, but not completely. That's why I've changed their despawn distance, so that sixth sense appears toned all the way down if you know how to hide. Also, sometimes they seem to know where you are, but they don't, just keep your cool, strategies, move and hide properly.

Multiple mods compiled and reworked into one archive.
Ultimate stealth, challenging but fair cops, unmarked detectives, FIB, and army spawn when wanted, GTA IV/RDR euphoria ragdoll with fine-tuned responsiveness, addictive fist fighting and brawling, refined weapons and gunplay.
FTFR v3.0 was last tested on GTA V v1604.1, combined with World of Variety v6.2.1. I consider FTFR v3.0 to be a stable release, I've fixed every issue I was aware of. (FTFR has been reported to work on the latest update as of 24/12/2020 and runs flawlessly with WOV 6.2.2, seems to have issues with WOV 9, as of 20/02/2021).

2. DISCLAIMER / TROUBLESHOOTING
Quick Troubleshooting Before Asking Me For Help:
- Remove any mods from GTA V (move all mods and scripts to a different folder)
- Restore vanilla update.rpf and/or verify integrity if need be (you essentially want to make sure to have a clean, vanilla install)
- Manually install FTFR in the original game folder, not the OpenIV Mods folder
(Again, no other mods or scripts, solely just FTFR, within the main GTA V install, not the Mods folder created by OpenIV)
- The issues are gone? Then FTFR isn't the sole responsible for the bug, you can start cross testing
- Additionally, comment your mod list, their versions, how the problem occurs, and I might be able to help you
General Rule When You've PROVEN FTFR Is Responsible For The Bug:
CAREFULLY AND PATIENTLY EXPLAIN THE CONDITIONS IN WHICH THE PROBLEM OCCURRED, as well as give a list of all your installed mods, their versions, and your GTA version.
I will have a very hard time wanting to help you if you don't even read my description, or help yourself nor myself a little.

3. INCOMPATIBILITIES & KNOWN ISSUES
FTFR might be incompatible with anything modifying AI/cop behavior. Those issues aren't based on my own tests but on user reports, so those issues may not even be related to FTFR.
(For example, Dispatch of Variety is obviously not compatible with FTFR and will result in a good amount of issues and bugs when installed with FTFR. Don't be dumb, know your shit.)
FTFR's own issues:
- A black health bar might appear when using FTFR's pedhealth.meta.
OpenIV Mods Folder:
- Using the separate Mods folder instead of the GTA V install has been reported to cause issues, you will need to use the original GTA V folder to ensure FTFR works as intended. Again remember to backup vanilla update.rpf before modding your original install.
LSPDFR:
- Problems spawning cops properly, amongst other bugs. It heavily relies on vanilla cop values so I wouldn't bet on stability when used with FTFR. Try it out and report.
KeepCalm:
- Potentially incompatible. Try it out and report.
Arrest and Warrant:
- Reported compatible by some, and incompatible by others. Try it out and report.
World of Variety:
- Install FTFR after WOV to avoid issues (WOV v6.2.2 seems to be the last compatible version).
- Some versions of ped.ymt might cause crashes, my version is a modded WOV 6.2.1 file.
- Some versions of popcycle.dat have been reported to cause crashes around Downtown. (Reported by 1 user, and I did have that bug once, but couldn't pinpoint the file, WOV has been unstable in some versions. 6.2.1 seems fine so far.)
RAGEuphoria:
- Install it after FTFR, and then, replace weapons.meta and behaviors.xml with FTFR's weapons.meta and behaviors.xml (in update.rpf\common\data\ai and \naturalmotion). Test it out yourself but it has already been reported to work properly on the long term (see @littlefilms comment).
Realistic Gun Sounds:
- One report mentions it works as long as you don't use FTFR's pedhealth.meta.
- One report says it nullifies FTFR entirely, which I find very weird but I do see the potential incompatibilities with some files, not all though. Anyway, RGS + FTFR is unfortunately a no go. You can always try it out and report.
Pickups:
- Based on only one report, it may send you in a weapon pickup loop. Again, it might not even be a problem coming from my mod and may be related to older versions. Try it out and report.

4. INSTALLATION
You'll need Script Hook V, an ASI loader (provided with Script Hook V), and OpenIV.asi (provided with OpenIV).
My advise is to restore vanilla update.rpf to remove any previous FTFR version before installing FTFR 3.0.
BACKUP UPDATE.RPF, YOU HAVE NO EXCUSES, BACK THAT FILE UP
If you have any problem I'll be helpless if you don't have that file. I have 3 full vanilla backups, to tell you how precious backups are.

6. FEATURES
Stealth is a fully functional and fair feature
- Silenced and melee weapons act as such, no surprises no bullshit
- Only witnessed and reported crimes grant a wanted level (animals no longer witness and report crimes)
- Identification range decreased, when hidden in unidentified vehicles, cops need to be close to identify you (à la Watch Dogs)
- When no cops can see you, you become hidden more quickly, letting cops investigate your last known position
- Cops despawn at very high distance, they'll look as if they're still searching your last known position
GTA IV Euphoria physics are here
- more human and realistic body and ragdoll behavior
- peds react to the points of impact, sometimes putting their hands where they are shot
- peds can hold on to car doors and moving vehicles just like in GTA IV
- peds lose their balance more realistically
Cop and enemy AI refined for a smarter and more challenging approach
- Better flanking, climbing and overall investigating from cops
- Specific behavior for the different branch of the police/military forces
- Same for gangs, they will be more reckless than trained officers
- AI view cones are extended to emulate real life sighting
- Longer and custom timers for each wanted levels
- Wanted level spawns diversified, female cops, unmarked cars with detectives, FIB, and army
Realistic fighting and brawling
- Fights last longer, you will encounter skilled peds, aswell as people who can't fight
- Health and damages have been revised for all peds, a drunk bum will have less capability than a jacked biker for example
- Use your talk button to provoke people and generate fights
The whole world feels more realistic
- People aren't focused on your every move, you feel like a citizen among citizens
- Cops won't necessarily be called for a fist fight in the hood for example
- People carry on with their lives for tiny events that don't matter to them

- Toned down accuracy for deafault peds, cops and sheriffs
- Added FIBsec to FIB spawns at 4/5 stars (dudes with FIB vests)
- Created custom combat behavior/accuracy for detectives and FIB (replacing GRUNT & CAPTAIN CombatInfo; wasn't used?)
- Changed stungun damage so it insta kills (anim/ragdoll unchanged)
- Reduced even more stun gun sound range
- Rebalanced spawn count at 3, 4, and 5 stars

Alright people. When you have ANY issue while playing with this mod installed, and you think this mod is the culprit, go to section 2. of the description (DISCLAIMER / TROUBLESHOOTING), read carefully, do every step, and only then will I provide help for a problem.
I do want to point out that throughout the history of the mod, I remember most often if not always, ending up not having to provide help because the issue didn't reoccur after going through the section 2 steps.
Additionally I'm slightly considering updating the mod (apparently it doesn't really need to in terms of compatibility) and providing different versions with lower wanted level timers for example, since a couple of people mentioned the length being tedious, which I understand.
is this compatible with dispatchworks pack?
@Copystorm Yes. dispatchworks adds the cars as dlc addons, you have to add the desired models to your dispatch.meta to get them to spawn when being chased. This is what made me figure out the above issue. Quick fix Cntrl F S_M_M_CIASEC_01 and MP_M_FIBSEC_01 and change to S_M_Y_COP_01. Or change the above 2 peds pedtype to COP in peds.ymt.

Unfortunately I couldn't figure out what linked loadouts. Your theory seems alright, but I don't see anything that confirms it. We could try to reach @BobJaneTMart, he might know the answer, I've dropped him a message on Steam. Don't know if he remembers everything though, even I don't and he hasn't been here since many years.

So, I'm gonna repeat what you said, just for the sake of shortly synthesizing for people coming by:
In order to spawn FBI and CIA peds (civilian cops with vest) during wanted lvl 3-5 (I think), I needed to rely on peds.ymt to modify pedtype/personality/combatinfo of MP_M_FIBSec_01 and S_M_M_CIASec_01 (the issue was that before this modification FBI, CIA and cops would fight each other). Since WOV would use that file, I would take it and modify that, since using WOV's peds.ymt without WOV wouldn't cause any issues.
These are peds.ymt FTFR 3.0 values:

So... I'm arguing that now only the CIASec needs to be modded. And the good method would be to provide a vanilla peds.ymt specifically modded for FTFR, and then give the option to install a WOV peds.ymt modded for FTFR.
Yea I can image how hard it is, pretty cool that you still do look at messages etc.
As for loadout it seems to be weird. I assume for pedtype>CIVMALE and CIVFEMALE personality dictates loadout.
However, based on my observations, when pedtype is changed to cop, swat (and possibly army) it overrides personality and associated loadout, instead spawns loadout for pedtype that is chosen (even weirder COP, personality is POLICE which links to loadout cop, so there is some other file...).
As for the fix, yes indeed only CIAsec needs fixing from vanilla peds.ymt. Personality I just used the vanilla cop values pasted them over to ciasec01. However, for FBI I like that they spawned with better weapons, so used ARMY template, changed relationship group to cop (downside is red dots on minimap).
It is pretty annoying that pedtype swat only seems to work with swat officers otherwise infinite spawn(possibly dispatch vehicle related, not tested that) and also that cop overrides swat personality.
Maybe less intrusive method to install is via addon with addon ped models and ped.meta. I added some vanilla and modded models (named them _02) to dlc and linked them in dispatch. CIA and FBI now spawn as fbis, and a dick model spawns as detective. So entries in peds.ymt kept vanilla in case game needs to refer to those at any point.
Just checked WOV9 peds.ymt and .meta same exact issue (pedtype swat), thats why (I hope cause fix is easy) they eventually result in crash on heavy load I guess.
For sure if you're gonna update this please do your own test to confirm, I don't even trust myself :P

But anyway, that's great finds so far, you're def much more updated than I am, I'm dreading having to remod my game tbh. Keep commenting all your finds when you have any, it's extremely valuable, you def earned a credit on the possible next update if it ever comes.
How do I download this manually (if OIV is unreliable). The download button only leads to the OIV version.
Also I did install the OIV version and no crashes. I'm not sure if the mods are loaded properly or not though. Is there a way to tell?
@coldcell First and foremost, try to find your way out of this alternate universe you're in.
Second, read the instructions in the description.
I have a little question. In installation you said that we must not use the OpenIV mods folder but i couldn't understand why we couldn't use the OpenIV mods folder. I did it like this and it worked perfectly. Is there some downside in installing to mods folder or did you fix this bug? (English isn't my first language, so if i sounded rude I'm sorry.)

@RetaX I played with RGS for 20 minutes or so and i didn't come across any bugs. So its probably okay to use with RGS.

@Blue_Scr3en I've been playing with RGS for 1 hour, and after a while, when I shoot the cops, there is no follow up. How do I know if the modes don't match?
@RetaX I have similar bug like that (peds in cars dont spawn) so i think its because of entity limit or something idk.

@RetaX @Blue_Scr3en Have you followed section 2 of the description to verify what causes the issue? Any help I'd provide is already carefully explained in the description.
Some people are already running the mod in its current state without issue on the current version of the game.
@The_XXI yes i'm using it too at the moment, apparently without problems. I just wondered if the file replaced from this mod are still up to date in terms of features etc (or if the updates didn't touch those you modified at all). Maybe I will try to compare them when i have time.
Can confirm it works great in the latest patch 1.53, I'm using it with NVR and WOV 6.2.2, there's been no problems so far. I tried it with WOV v9 but it causes some peds to not spawn, so it's not recommended.
Also, the "Realistic Gun Sounds" you mention in the description are indeed compatible, as long as you don't use the weapons.meta file from that mod.
The only oddity I noticed is that using the pedhealth.meta from FTFR causes your lifebar to turn black at times, replacing it with vanilla fixed it.
