This script enables various (disable by default) scenario groups, including NPCs inside AmmuNation stores, Blaine County Savings & Loan, Paleto Bay and Sandy Shores police stations, but also:
Cops at the Franklin's towing impound.
Police vehicles at the South LS police station (the one next to the Franklin's towing impound) parking lot.
Security guards at the scrapyard from the "Big Score" preparation mission.
FIB agents inside the FIB building lobby and office.
NPCs inside the Doomsday Heist update (player) Facility (MP map required).
Lost MC members inside the East Vinewood clubhouse (MP map required).
NPCs inside the Pacific Standard bank (enabled for the MP map).
NPCs and cops inside the Mission Row police station (enabled for the MP map).
NPCs outside the After Hours update nightclubs.
Requirements
Script Hook V .NET.
OpenIV.asi
Mods folder.
Open Interiors.
Online Interiors.
Installation
Move "ScenarioGroups.cs" and "ScenarioGroups.ini" in the "scripts" folder.
Note: by default, all the groups are disabled. Edit "ScenarioGroups.ini" to choose which groups enable.
Import all the files from the "scenario" folder in "mods\update\update.rpf\x64\levels\gta5\scenario".

Alex, Do scenario groups die? (By shot and punch)
@Alex106 For some reason, cops do not spawn at the downtown police station at all anymore. However, other locations like the vinewood bank and sandy shores sheriff station are occupied. Do you know why this is happening? I set all locations to "true" in the ini and also followed the installation correctly.
@OFFICERJAKE8 The only way for this to happen is if you have the GROUP_MAP loaded and forgot to import "mission_row.ymt".
If you're teleporting to the location, try driving around the area for a bit, return to the police station and see if any cops spawn.
@Alex106 I double-checked and can confirm I installed mision_row.ymt. I drove around the area multiple times and still no cops at all. Civilians spawn as normal oddly enough. Also, what is the GROUP_MAP?

@Alex106 Alright, I made sure to enable the mp map in my trainer but still no cops are spawning at the station, only civilians. Any other ideas on a possible fix?
@OFFICERJAKE8 Did you install any other mod, like WOV, for example?
@Alex106 I have make visuals great again and the sixth-star mods installed as well as some gore and weapons handling mods. I also have a few add-on vehicles and maps.
@OFFICERJAKE8 Never used those but i doubt those could be causing issues.
Anyway, try to use a clean "update.rpf", import only the files from this mod and see if the issue persists
@Alex106 is WOV not combatable with this ?
@elsanhoty It is, the only thing is that some stuff from one mod will override the other (and that depends on the order of which you're going to install them).
@Alex106 aha got it .. anyway the reason will make me delete WOV is ur mod bcs i installed Wov bcs of the Scenario .. thanks man u still updating ur mods
