@walkerman The vehicle is already present in the game files, the model is called "vivanite2" and you can already spawn it.
Also, this mod is trying to REPLICATE the behavior of the KnoWay Taxis from GTA Online: they never have passengers inside and the player cannot steal them or drive them.
You can spawn the model with add-on car spawn (or any other trainer), make yourself invisible and place npcs inside if that's what you want to do, but the mod doesn't provide this.

Version 1.1 Fixes:
Radio stations now work properly again.
Chances of the Knoway Taxis spawn in the traffic are now higher.
@-EcLiPsE- oh yeah, i checked myself right now and you're right the radio doesn't work
sorry about that, i don't use radio stations that often in GTA and i didn't find this bug, i'll work on a fix.
as for the Knoway taxis, they do spawn, they're just rare.
