For my issue I learned that putting the game in compatibility mode makes half the enemy NPCs freeze in place. So no ENB for me. lol
Trying to find anything that would improve and fix AI.

great so far but for some reason cops never despawn when wanted levels go away and just forever stand in place wherever they stopped moving.
