So in Szabos i set my save file to C:/Program Files/Rockstar Games/Grand Theft Auto V/scripts/Car Mod Saves/. In the Car Mod Saves file is where this file goes.
@ majorlag It is as long as you don't have the car saved and inter the garage. You have to unsave the car then inter the garage. I have had no issues since that.
For all the people having the duplication issue if you are using the Persistent Car mod and save your car using that mod then park in the garage it duplicates. if you unsave using that mod before you park in the garage it works as intended.

Where ever you set up your save file using Szabos is where this file goes. @droot cant tell you where cause you have to set it up yourself.

Look for your Gta 5 exe thats where the scripts file goes. Also make sure that Script Hook V dll is there and not in a bin folder.
I'm on the legit non steam version and so far i have had no problems. I wish i Knew how to help more but i don't sorry.
