PEOPLE!!! I noticed its the dlclist.xml code that messed the game up. After the update all of my added cars kept the game from working. (It crashed while loading story mode.) I had to go and remove all of the code for my added cars from dlclist.xml and the game worked again. I don't know why I cant use added cars anymore but if you guys want to still play with no added cars, it is better than not playing at all. Does this work for you guys?
