Thank you for replying, i was able to fix the issue with editing content.xml and setup2.xml, and also moved all the files to the furugi_minami.rpf file (not sure if it helped, i did saw many maps that do work on RageMP are build like that)
Wish i knew exactly what it was cause i played with it for some time,

Even tho i know it was not meant for it,
Im trying to make it work on a Private Local RageMP server
I have found what i believe is a little mistake inside the content.xml file (SP)
It says "ture" instead of "true" in 2 of the disabled lines <disabled value="ture" />
Editing these values to true, did not make it work for me, Editing those values to false did work for me,
I see your beautiful map, the only issue is i cant Stand/Drive on it im falling to the sea, i guess collisions?
Is there something i can do to make it work?. would appreciate any thoughts.
