Go into the sweetfx folder in your GTAV directory. Then open up the SweetFX_Settings.txt and add the following lines somewhere.

/ Depth /
'-----------------------------------------------------------*/
#define Depth_z_near 0.01 //[0.00001 to 100000.0] Camera z near
#define Depth_z_far 100.00 //[0.00001 to 100000.0] Camera z far, must be further than the near value.
Save it, then start it up. No idea why it was removed from the settings file whenever it's a needed declaration. That should however fix your issue.
