After trying several mods and putting the best of each one, I arrived at this result and decided to post it. It only has 8Mb and is extremely light for the graphics presented.
contains files that are originally contained in:
Quantv 2 and 3 merged (tymecicle only)
reshade levels, dpx and clarity
visualsettings that I edited to remove blue lens flare and the exaggerated shine of cars and white clothes in the sun.
installation:
use OpenIV to move the contents of the timecycle folder to the following directory
mods or replacement with the original (make a backup)
update>update.rpf>common>data
Install reshade https://reshade.me/
and and move the contents of the "reshade" folder to the root of the game
Calibrate the screen brightness in the game settings to your liking, but I use it at 30 percent

I really like how the timecycle looks there but I noticed one moment that the frame rate suffers quite a lot at night. 80 at day time down to 40-60 at night for me it's kind of sad...
@vitalywtf On mine I improved performance by lowering the quality of the shader configuration because in the mod it doesn't make much of a visual difference and using it in the commandline:
-disableHyperthreading

How good does it look without Reshade? I'm using the VR mod and it won't work with Reshade ...
@Hellaints Without reshade the color saturation is lower, this may not be a problem for you as you are used to the color temperature of the original.
