@Opportunity_Knocks: You mean decrease size ? You need to export all the textures using OpenIV, edit their resolution in a good image editing program (paint.net or photoshop) and import them back in.
@sprylog: Obviously not, as there is no 3d grass on normal settings. Althought the tree addon can help you gain some extra FPS, without making any big difference in visuals,
@andersona7x6661: Already asked and answered. There aren't that many textures which are used for multiple instances of same model, would take really long time to do.
@whitehot1: I'm pretty sure we have some low-end PCs tweaks out there, just find for some and you should gain more FPS. I'm saying this, because there are thousands of textures to replace, which would be way too much time consuming for me. And I'm worried there wouldn't be a big difference, as the high polycount can be FPS hog as well.

It would be even cooler if you could spawn them in traffic, means ped would randomly spawn driving a car you save.
@seppuku: I don't know, I haven't tried it with newest version myself either. (I mostly play GTAO so that's why)

Good idea, althought not close. As soon as custom models will get invented, you (or anyone else) could make proper head model.
