Not necessarily, because there is already a mod—a plugin—that allows you to use a police dog in LSPDFR. The idea is to create one that works simply in the vanilla game, without needing to install LSPDFR.
It would be great to have another version for the dogs, ex: German Shepperd as a K-9 Police unit where you can point it to some pedestrians and the dog attacks them, only pointing them with your gun to preserve the immersion.

@ins4nemodder [EDIT] FIXED!!! It was another MOD, I removed from the GTA V Root dir: RollingLikeIV.asi and the screen parameters disappeared. That was the mod, nor the mods folder or the scripts folder. Those were OK.
