Was just playing and discovered a softlock.
In "Random Traffic" a cable car can be spawned. This car is immovable and never despawns, even when turning the mod off. This specifically soflocked Cleaning Out the Bureau for me but I can imagine it soflocking other missions as well.
I have a suggestion; teleportation to the Mount Gordo, either the Eastern Base or Peak.
Players rarely ever go to the northeast of the map and it is like the farthest away you can be from anything.

Also maybe spawn it in the air above the player, high enough the player can get away from it
Recommendation: Spawn train, maybe vertical at an angle that it falls
