I press E to surrender to the police, but as soon as my character puts my hands up, he resets in animation, and goes back to having a "Irritated" stance and a "Stand still to allow for arrest", even though I am standing still without a weapon. It's OVERLY irritating, and the only time it works is when I'm in a vehicle, even then they don't pull me out and arrest me.
