can you make it so when on foot, the gunner shoots but when in a vehicle, the cannon shoots? and then when on foot only the gunner shoots again

there is a glitch where the police are also affected, like they do an animation where they're alerted or smth. While NOOSE rappels from a helicopter, they just fall off because of their animation so police fights just feel weird now

What is the mod in the pictures for the police car and the load outs they have? I would like to fight cops that have carbine rifles and shotguns like that. The police car looks sick asf to, could i get the link for them?
