Yeah This Mod has been Broken for a year or so, I can probably patch it myself but It would take probably a day or so for the Moderators of 5Mods To verify it.
A good Mod tip, Make Vehicle changes not appear to the players perspective or make the vehicles not visible while changing. Also the Aircraft changes aren't going to work I'm afraid they will all just blow up and explode and changing the Aircraft to vehicles just makes them fall out of the sky and explode. Another Modder did this you may know him, his name is Eddim he made the Lively Traffic Mod and ran into the same problem, I suggest to completely add the function to remove or disable any and all changes related to Aircraft via the ini file.
A good Mod Tip, add an ini file and put in a chance factor so that not everyone puts their hands up. Some people depending on the scenario are stupid in irl and think their best bet is to actually run away from someone with a gun and people who do get held up by a gun wielding maniac tend to send a strong message to everyone else noticing to run.
As someone who believes this to be among the best games coming from the need for speed franchise as a whole it's a shame that this was let go and never fully completed or reached it's nearest potential in grand theft auto 5. Hot Pursuit & Carbon are my personal favorites though the whole franchise is mostly great still have to have favorites.

This is so cool, if only we had a NFS carbon, I used to play that on my PsP when I was really young. But this is also really awesome too :)
@Real_Gabe I always choose mods folder, it was interfering with Code walker's sky and lighting.
Maybe don't use a cracked version of ZModeler3.
