using latest scripthook, still doesnt work

i followed the installation instruction, when i clicked J it doesnt do anything, 2 years ago i tried this mod and it works, tried with openiv edit mode for the config, still nothings happening, any help would be appreciated
i just installed the mod with gtav from epic with openiv, i installed the RDE 4.1.2.oiv file only, and i cant get it to 6 stars and theres no signs on roadblocks etc
