someone asked me how to find the value with cheat engine, so this is what i replied:

set cheat engine to pause on scans, get in a car and park it, scan for 0, get driving really fast and then scan for increase, then let go of the gas and as you decelerate repeatedly scan for a decreased value, confirm the value in a different vehicle. the speed should be a little less than half the value in mph.

@naztehk i believe this is a problem with loading some DLL's.
try going to the install directory and making sure the 2 DLLs are in the same folder as the exe when you launch it.
aside from that you can try some fixes online because im pretty sure this is a generic problem not specifically to do with my program.
do you by any chance have visual studio installed or, previously have it installed? if so what version.

@MoN09 my guess is the script hook is causing the memory address of the speed to change. try running it without the script hook.

@kazern no. do you have Logitech Gaming Software 8.55 or later as well as the latest version of GTA5?, did you run the game at the same time as the app? the apps display doesn't appear unless the game is running.
