@mips I have all those installed and installed WOV first but still the CTD
I have tried this with several modded gameconfig files including the ones mentioned here and none work.
This mod has always caused me a CTD within about 30-40mins of gameplay when it does 'work'. I won't be using it anymore.

Having done some testing this mod is not compatible with LSPDFR 0.4.1
Anyone else having an issue where only one type of vehicle is populated at a time? It also doesn't seem regulate the density? All installed as per the limited instructions...

Try searching 'Film'. Can't be 100% sure though.
