This is just a very simple texture, changing the California license plate found on the wrecked Slamvan in Stab City to a more fitting and more Lore Friendly San Andreas license plate. it is a wonder Rockstar Games never found this and fixed it themselves, but here you go.

@YHWHDios Yes, behind the Sandy Gas Station as mentioned above. It contains California along with like 5 other states.

@Meepler1 had a hard time finding that texture. found the one at stab city but i can't find the one at sandy gas station. tried to edit the state names but it kinda looks like shit. to small it'll be blurry https://i.imgur.com/bC9IXZM.png
@GreenAid might add older plate option in the future. gotta find a rusty plate texture
Its not a mistake its an easter egg, and California and the city of Los Angeles both exist in the GTA Universe.
