@teinousi With CodeWalker, find the scenarios you want to edit and change the "Time" flag.
@HeySlickThatsMe Are you sure? I zoomed in (and also turned up a bit the brightness) but to me it looks like it's just the lighting.
@teinousi I didn't touched any shop scenarios (unless you're talking about Ammunation). As for the bank (if you're talking about the Paleto Bay one), they're configured to spawn at 9AM till 17PM. In case these ain't the interiors you're talking about then please specifiy them and i will check again.
@EvolutionXIII You can find the textures i used inside "bvp_lods_txd.ytd" (in "bvp_lods.rpf"). As for the LODs models, all the ones i used are inside "bvp_lods.rpf".

@EvolutionXIII I exported all the LOD models (also the textures, their data from the ytyp) and added them to my dlcpack. Then you have to make a new ymap (ex: you have "test.ymap" and make a new one called "test_lod.ymap") and set certain flags. I'm sorry i can't help you that much but it's not simple (at least for me) to explain it like this.
PS: the part of exporting and adding them in the dlcpack was necessary as i couldn't make the original ones work. There's gotta be a (simpler) way of doing this, but i don't know how.
@teinousi Which NPCs and where?
@cp1dell Yes, I suppose one could try to reimplement them (things would be even easier if there was a way to decompile .xmt/.cmt files).
@PC_G4m3r No as i don't know how it's handled.

@Tengerecki AFAIK there's no way of editing shaders.
