This plugin is compatible with Direct Storage Fix. It hopefully restores performance and gets rid of occasional stuttering if you experience it and it'll speed up loading times.
The idea is to be combined with DirectStorageFix to benefit from having disk buffering enabled which is overriden by Direct Storage itself and it might hurt performance for no reason - I don't know if GTA E&E still has the drive buffer flags but since the requirements have changed I suspect they are, this will force them anyway and compensate.
As always NEVER play official online with .asi plugins loaded. Installation is really simple drop the file into the main folder. An ASI loader is obviously required which you should have anyway.
Note: This is a re-upload from my same mod from Nexus which I've made for Horizon Forbidden West which suffered from insane DirectStorage issues and somehow this proven to be a magical fix. It might be useful for GTA Enhanced aswell.

If I have Windows 10 x64 Pro, a Samsung 970 PRO SSD, and I'm playing the Enhanced version on DX12, is it worth using it or not? What's the correct way?

@RemixPL1994 Windows 10 does not support DirectStorage so it doesn't execute its instruction set. If you intend to play modded offline, then yes, you can download this. You might not notice any difference because you already have a very good and fast drive but the script will do what it is meant to do anyway. Doesn't hurt to try.

@6758765 Not at all no and it is not necessary. Legacy version runs on DX11 and it is the old gen. The Legacy version behaves as it should, doing what this script does but natively because it was made for the older hardware where HDDs were standar. This is for DX12 and Enhanced only.

@FFox98 It's kind of confusing. Do I need this if I'm on Windows 10 but DX12 Enhanced?

@Unsearchably It doesnt hurt to add, you might benefit as might not. This is the deal, by default this is present in the Legacy version of GTA. As newer games are released with DirectStorage most of them ditch the old method of fetching the asset-streaming, what "feeds" the game what DStorage does it accesses the GPU memory directly but this is only effective on a NMVE drive, if not it does not do anything but because its implementation might disable these old disk buffer flags if you don't have an SSD or at least a good SATA SSD the asset-streaming kind of breaks. This sorts it out. I really have NO idea if the transition to Enhanced kept these attributes or not after switching to the DirectStorage ways of loading data. I can tell you this fixes a few games out there such as AFOP, Starfield, Skyrim Special Edition, Forbidden West, all these games which happen to be quite problematic with this technology. In any case I've decided to drop it for GTA Enhanced. As I run my game on a conventional HDD I do need drive buffering. I can say without it since I've started to mod the game, things turned a bit unpredictable. I've done some testing and realized I had issues with the finer detail loading in (popping) and random crashes. Especially that DirectStorage doesn't get along too well with modded RPF files. This script kind of summs everything up. Give it a try, worst case scenario nothing happens. This script will force the old way, the traditional way of caching as how it always has been, in case it was overriden by DStorage in the Enhanced version which would possibly hurt performance for users who don't meet the requirements, which are Win 11 and a NVME drive.

Just to clear up a little more what this does:
When you're not in a NVME drive DirectStorage does "nothing" though it is required for the game to boot. For modded installs of GTA V DirectStore has to be nulled anyway because of the modded and added RPF files which will make the game create a new handle for each file, the fix does that, prevents it from running. So, this plugin makes GTA use OS' file cache, which leads to less disk access over time. Especially good for HDD. Less freezing, Less sound drop. I really have no idea if the Enhanced edition of GTA has these new no buffer flags because of the implementation of DirectStorage, the Legacy version obviously does and behaves just fine. Workloads in Games are pretty predictable. Like character animation, footstep sounds, textures or anything soon will eventually be used again and will not change. Therefore if engine properly cache by itself it wouldn't be any issue without the file cache. But with Direct Storage titles seems no longer, the system must read from disks whenever needed, which results in a considerable performance impact on slow drives like HDD or even conventional SATA SSD.
For a vanilla unmodded GTA Enhanced you're likely good but when you add mods and lots of RPFs and stuff things might change. Without the regular OS caching things could get unstable. On my end, this stopped my random crashes and got rid off my asset-streaming popping in despite having them maxed out in my graphics settings. I'm playing the game on a conventional HDD with a denser x2.5 gameconfig and a few mods which require of a higher heap limit.
