Alright, this is for anyone who needs some assistance in getting this pack to work as well as enjoying it alongside another amazing mod, RDE (Optional). I've tested this a good amount of times which I'll go into detail about at the bottom of my comment, so read that if you'd like. I advise strictly following my steps to a T, as I had to ignore some steps/requirements of this mod and RDE & VWE to get these mod packs to work. Since GTA 6 will be here soon I figured why not try to get this pack running again, and I did!

!! ALWAYS MAKE A BACKUP OF YOUR VANILLA GTA 5 FOLDER BEFORE INSTALLING ANYTHING !!

I would like to apologize in advance for how big this comment is but with everyone asking how to get this pack to work I figured I'd do so myself, and just make a detailed explanation on how I did it. Right below are the instructions;

INSTALLING VANILLAWORKS EXTENDED

1. Firstly you're going to want to get the regular prerequisites, which of what I chose is the following:

https://www.gta5-mods.com/scripts/menyoo-2-0 [This is the new one not the old one that's deprecated]

2. Now you just want to install Vanillaworks Required, then Vanillaworks Scenarios via OpenIV Package Installer.
Now, go ahead and load up the game, and it will crash, but don't worry just follow these steps below.
Install this exact Gameconfig:

Place that in here: mods/update/update.rpf/common/data
This time the game should start right up, and if you experience any crashes or problems (you shouldn't) install Resource adjuster which is linked below.
Have Fun! You're good from here if you just wanted to install Vanillaworks alone.

Now if you want to play with RDE as well, which I recommend as it is very cool with all the content you'll have with both of the packs, then follow the steps below.

{INSTALLING REBALANCED DISPATCH ENHANCED, & OPTIONALLY RDE E&E}

!! When Installing RDE Make Sure It's Version 4.1.3 !!

1. Install Resource Adjuster https://www.gta5-mods.com/tools/resource-adjuster
2. Install RDE https://www.lcpdfr.com/downloads/gta5mods/misc/9266-rebalanced-dispatch-enhanced/
3. Install RDE & VWE https://www.lcpdfr.com/downloads/gta5mods/misc/53258-rde-vwe-compatibility-patch/
4. Launch the game (It will crash then ask you to change a pool size in the gameconfig, follow the steps below)
5. Launch OpenIV and navigate to mods/update/update.rpf/common/data
6. Scroll down until you see gameconfig.xml, Right click it and then select edit.
7. Type 16 into the searchbar, tap the down arrow to get there, then change that value to 100 and click save.
That's it for RDE & VWE! This is the current game I have installed, and I recommend sticking to this one as it will probably be more stable as you're playing with less content. If you can't resist and need to install E&E then the steps below should work.

^^ When Installing RDE & VWE Only Follow Steps 2,3, & 6 ^^

[Only if you want to use RDE E&E] Install It And Make Sure It's Version 1.1.4

Repeat step 6 of the instructions from RDE & VWE and you should be golden. NOTE: I have not tried E&E just yet but in the past I was able to get it to work, though it wasn't as stable as just regular RDE & VWE.
Sidenote: This may have just been because of my specific specs, but I had noticed the game preformed slightly better once I installed RDE. (This was in present installation not in the past)

SHORT DESCRIPTION ON MY EXPERIENCE WITH INSTALLING THIS MODPACK

I was able to get this pack to work the same as I'm playing the game right now with these mods in the past. When I installed this setup in the past I don't remember the steps I described above being exactly the same, nonetheless I have it set up perfectly now until the new game comes out. Until then I hope you guys are able to get some sort of support from this comment when trying to setup this great pack.

As for playing with this setup (RDE & VWE NO E&E) I probably would get a good solid 2 maybe 2 1/2-3 hours (pray) of play before I'd crash. The only other crashes were when I'd get in too big a police chase and there was too many cops spawning, and installing too many mods besides the aforementioned ones. I would only really have minor lag here and there, mainly in the northern region and when I would get to the more dense areas of the Paleto Forests.

As I mentioned I'd crash after installing other mods besides these two, note, giant mod packs and it doesn't take much to do it. All I could get installed was Walter's Trains: Definitive Edition, replaced the 3 semi trucks, and a 24/7 MLO and that was it. I also want to note I'm not a computer guy so I'll say most games run smoothly and like I said I didn't lag too horribly while playing with these large mod packs, so just be careful what you install besides these two/three if you choose E&E.

You guys are all amazing along with the work you guys never stop creating, can't wait to see what else is in store.
