This fixes an issue for those with dispatch.meta files that have too many models, causing cars to spawn in with no driver.
Installation:
Mod Manager:
Create a folder in your GTAV Mods\ directory called "DispatchGhostFix\scripts" and place this .DLL file and a copy of your dispatch.meta in this folder.
Game folder:
Create a folder (if it doesnt exist) in your GTAV Program folder called "scripts" and place this .DLL file and a copy of your dispatch.meta in this folder.
THIS WILL NOT WORK WITHOUT A COPY OF YOUR DISPATCH.META FILE.
You MUST have scripthookv and scripthookvdotnet installed. If you need help installing those two mods, ask the authors!

You must have a copy of dispatch.meta in your scripts folder for this to work!

Doesn't work at all. Spent a few hours trying to get it to work, but nothing. I was hoping the log would have some useful information, but all it says is "Failed to Load The Dispatch Ghost Fix" without a reason.
@Gottamgineer if it says "Data at the root level is invalid. Line 1, position 1.
Failed to load The Dispatch Ghost Fix", it has to do with the encoding of the file. Open it with Notepad++, go to 'Encoding' on the toolbar select UTF-8 without BOM

@electricgamers No, but I discovered something, certain vehicles cannot be made to appear at wanted levels, the apc being one of them. Other vehicles that I added the emergency tags to worked fine, not because of this mod though.
@electricgamers it finally worked, partailly anyway, some vehicles (same models) still spawn empty but some work. The problem was I didn't have too many models, some vehicles are just broken. When I added an extra vehicle it worked. Thanks for the help anyway

The installation method is so fking confused, i can't understand how to use this.
@xxeennxxeeii47 use openIV to extract the file dispatch.meta located in update\update.rpf\common\data then place it in your scripts folder with the dll of this mod

install is simply move the .dll to gtav/scripts folder yea? then add your current dispatch.meta? because the instructions are terrible and pretty sure still have empty police

Welcome. Should I use this modification / fix Dispatch 'Ghost' Fix when using a modification such as World Of Variety v9.0 by @Cass or Simple Jurisdiction Fix v1.0 by @Stryfaar ???
Please. Can someone answer me if this modification is still needed? It works and does it make sense in 2020 with Script Hook V v1.0.2060.1 and Script Hook Dot Net v3.0.4 etc.?
The instructions are all over the place, and the mod doesnt work anyways. All I get is a message right after my game loads saying "All peds in. Script shutting down", and some vehicles still spawn without a driver.

To anyone who has tried this mod: In the instructions says create a folder named DispatchGhostFix\scripts. So how can you name a folder including the \ which is a special symbol and can't be included in a file's name? Thanks.
