RDR Witnesses [.NET]

NOTE: This mod is currently being completely re-written. Due to being rushed I missed a lot of stuff. Rewriting the entire thing will be simpler. Along with this I am also bringing in Jedijosh to contribute.
If you are thinking of reviewing this mod in a video then I suggest you hold off until 1.1 is released.

Bringing back a beloved feature from RDR to V - Presenting, RDR-Witnesses!

About
This mod brings back a feature I loved in RDR, witnesses.
No longer will you get random wanted levels when you commit crimes with absolutely no-one around.
Now, in order to get a wanted level, a pedestrian must see you commit a crime and flee from you to dial the police.
You can chase down these witnesses and kill them to get rid of any possible heat from law enforcement.

NOTE: People in cars are not counted as witnesses. If you disagree with this, let me know and I'll update it to include it.

Features
  • Have pedestrians witness your crimes and tell the police.
  • No longer random wanted levels when commiting crimes in the middle of nowhere.
  • Chase witnesses down and shoot them to get rid of the heat.
  • Dynamic crime system. Proper response based on the crimes you commit.
