This mod brings back a feature I loved in RDR, witnesses.
No longer will you get random wanted levels when you commit crimes with absolutely no-one around.
Now, in order to get a wanted level, a pedestrian must see you commit a crime and flee from you to dial the police.
You can chase down these witnesses and kill them to get rid of any possible heat from law enforcement.
NOTE: People in cars are not counted as witnesses. If you disagree with this, let me know and I'll update it to include it.

Looks a lot of works. These witnesses come out of nowhere some times and can't possibly have witnessed the crime. I think it's because they are triggered according to their range, not them actually seing or hearing anything... no?

This is a really good mod, also what really annoys me is that when you use silence weapon on a desert out of nowhere, then suddenly you have one star. meh.
i think it would be better to change the escape mechanism.when law enforcement lose the sight of you,they will mark the area where they last saw you.getting out of that area without being spotted again will clear your wanted level.it seems more reallisitic this way.and more efficient.
Cool mod, it just seems like the cops never come after me, i never kill the witness and NEVER get a wanted level unless I go on a killing spree and blowing everything up, I killed 5 people, shot my gun all in the air, witness runs off, i stood around for a long time and never got the cops called. please increase the chances.

Don't work
OK, this is shitty. Here's why: You're just selecting a random ped in the area. This doesn't mean line of sight. Also peds spawn in groups. So you're killing person after person.
Honestly get better ideas + implementation or don't bother.
Yes, "killing person after person" would be absolutely necessary to silence all witnesses in a city. Solution: Don't kill someone where there are any witnesses, or accept that yes, the police will be called if you kill someone in a public place. Obviously.
Line of sight is an honest request for improvement, and a potential refinement is to have more than one witness flagged at a time so that it doesn't take foreeeeeveeeeer for the police to get called if you keep picking off witnesses in a row, but rating something half a star when it works perfectly and does exactly what it says it does is just a dick move. ;-)

@GTATerminal why do witnesses keep spawning even in places that am alone
@GTATerminal I think you could include a option in the .ini file to toogle if people in vehicles are witnesses or not. Maybe just with the cars which were stopped on a red light.

This desperately needs an update. No other mod has come close to what this one privided.
Causes TREMENDOUS lag whenever I kill a witness.
There is a conflict with the hiring security mod with this mod. Can you create a mod so that when you hire bodyguards, they don't witness crimes and run away by calling the police?
I gave a random ped the finger, and he reported me for pointing a weapon... and the police arrested me. And seems like if you set your wanted level in a populated area using a trainer, a random ped reports you for murder. the clerk at store robberies runs away and reports the player for murder. pretty wild mod.
